Project Overview

Michael supported a major mechanical contractor with project planning and power plant construction delay claims analysis on a $2 billion natural gas-fired power plant, built to replace an outdated coal-fired plant on the same site.

Planning & Baseline Development

Michael developed a detailed baseline schedule to meet interim contract milestone dates, incorporating installation of key equipment, including:

  • 2× Gas Turbine Generators (U5 & U6) and auxiliaries

  • 2× Steam Turbine Generators (U5 & U6) and auxiliaries

  • 2× Heat Recovery Steam Generators (HRSG) for U5 & U6

  • 1× Air-Cooled Condenser (ACC)

Monthly Progress Reporting & Delay Analysis

Michael prepared comprehensive monthly progress reports that documented construction status and analyzed emerging delays, a key component of power plant construction delay claims management. These reports provided critical insight by:

  • Capturing Current Status – Documenting percentage complete for major systems, milestone achievements, and overall progress against the baseline schedule.

  • Tracking Delays in Real-Time – Identifying variances from the baseline, quantifying schedule slippage, and assessing impacts on project milestones.

  • Critical Path Analysis – Evaluating primary and near-critical paths to determine where delays would affect substantial completion or key interim milestones.

  • Root Cause Identification – Identifying whether delays were caused by late equipment deliveries, site access restrictions, labor shortages, RFIs, or discrepancies by other trades.

  • Forecasting & Projections – Updating recovery strategies and resource loading to project labor demands and predict whether corrective measures could mitigate slippage.

  • Claims Support Documentation – Providing evidence to support Requests for Time Extensions, Equitable Adjustments, and Time Impact Analyses (TIAs).

By integrating schedule updates with narrative analysis, Michael’s reports transformed raw schedule data into actionable insights for managing power plant construction delay claims, helping stakeholders understand risks, implement corrective action, and preserve contractual entitlements.
